Foster Care
Foster Care services provide safe, secure and nurturing homes for children who have been separated from the care of their biological families. When families are unable to care for their children, Children & Families First works to find suitable homes for them with foster parents who can provide the appropriate care based on the children’s individual needs.
Children who need foster families have been removed from their birth family homes for a variety of reasons, many involving neglect, abuse, abandonment, or other issues endangering the child’s health and/or safety. Many of these children are filled with fear, anger, confusion, or a sense of powerlessness at having been removed from the only home they have ever known. Many are sibling groups, older children, or young teens. Some have developmental, physical, emotional, or behavioral problems.
They all need safe, supportive environments.
Q:
What are the basic roles of foster parents?
Foster parents are expected to:
Protect and nurture children
Meet the developmental needs of children
Support relationships between children and their birth families
Promote permanent plans, either reunification or adoption, for children
Participate as essential and effective members of a professional team

Who can be a foster parent?
In order to be a foster parent in Delaware, you must be:
A Delaware resident
Single individuals, traditional and non-traditional couples, and couples married at least one year
Between the ages of 21 and 65
Able to financially support your own family
Willing to learn about children's needs and developmental stages
Able to work with the child’s birth family and Children & Families First on behalf of the child
Willing to complete a criminal history check, medical reports and mandated training

Who are the children needing care?
Children of all ages, infant to 17 years
Children of all ethnic and racial backgrounds
Children with acute or chronic medical conditions
Children with mental health and/or behavioral issues
Children and youth with serious emotional and behavioral problems arising from abuse or neglect
Teens and teen mothers with their babies

What kind of help do foster parents receive?
We help prospective foster families assess their readiness to provide foster care, provide training and offer ongoing support and consultation. Our foster parents are part of a team developed to meet the needs of the child or children. Foster parents receive a monthly board payment to cover the child's expenses. This amount is determined by the age and level of care the child requires. Medical expenses are covered by Medicaid, the State Of Delaware, or the birth family's insurance.
